Overview
The Central Area Good Neighbor Fund (GNF) has been established to improve and revitalize the commercial districts of the Central Area. The GNF provides 1:1 matching grants to reimburse property owners or tenants for the cost of materials used to make exterior improvements to commercial buildings.
The GNF grants may pay for no more than 50% of the total cost of the project, and may pay only for materials. The fund may not bee used to pay for labor costs. The applicant is responsible for obtaining all City permits and approvals for the project, and for paying taxes, disposal fees, and other associated costs.
Eligible improvements include painting, and construction or repair of awnings, fences, windows, and other projects which will substantially enhance the appearance of the exterior of the commercial building. The GNF is not available to fund the cost of improvements to the interior of a building, or for structural improvements.
Evaluation Criteria
1. The project will improve the appearance of an existing Central Area business district within
the boundaries of the Central Area, as defined by the Central Area Action Plan.
2. The Owner has committed to maintaining the property, including landscaping and trash
removal, after the funded improvements are completed.
3. Project will contribute to creating or maintaining retail space of other businesses that
strengthen the economic base of the Central Area.
4. The project's budget is reasonable and documented and there is a written commitment to
provide an appropriate match.
5. The project's design has been developed or reviewed by a professional or complies with
the overall design of the community.
6. The project will either expand the benefit of recent private investment in the area or is likely
to stimulate private investment.
Application Process
The process begins with the property owner, or a tenant reading the Guidelines; reading and submitting the Step's At a Glance and a Good Neighbor Fund Application to CADA, which will then present the application to a GNF steering committee comprised of local business people. The GNF application must.
The GNF Steering Committee, upon reviewing the application, will make a decision regarding whether the project should be funded. If the Steering Committee elects to fund the project, it will send an allocation letter setting forth a maximum grant amount. Once the work is satisfactorily performed, the tenant or property owner submits actual receipts for materials re-imbursement. CADA will then reimburse the tenant or property owner.
